About Oleksandr Pavlichenko
Oleksandr Pavlichenko is an attorney-at-law and adviser on export controls and defence trade. He holds a Master of International Law and previously served a full five-year term as Chairman of the State Service of Export Control of Ukraine.
He led the authority during one of the most difficult and transformative periods in its history — Russia’s full-scale invasion of Ukraine and the urgent wartime adaptation of Ukraine’s export control system. During his tenure, the authority developed and launched Stratlink, an electronic export control system enabling online submission and digital interagency review.
His senior public-sector experience also includes service as Deputy Minister of Energy of Ukraine for European Integration, as well as earlier diplomatic service in Washington, D.C. and New York.
Oleksandr graduated from the Institute of International Relations of Taras Shevchenko National University of Kyiv and holds a Master of International Law.
From 2000 to 2015, with a brief period of service in the Presidential Administration of Ukraine in 2008–2010, he served in Ukraine’s diplomatic service, including in the central office of the Ministry of Foreign Affairs, the Embassy of Ukraine in Washington, D.C., and the Permanent Mission of Ukraine to the United Nations in New York.
During the acute phase of Russia’s aggression against Ukraine in 2014, he represented Ukraine in the United Nations General Assembly and the Security Council and participated in multilateral work related to the UN General Assembly resolution “Territorial Integrity of Ukraine”.
From 2015 to 2020, he was engaged in private legal practice and was part of an international team of lawyers representing Ukraine before the International Court of Justice and in arbitration proceedings under the United Nations Convention on the Law of the Sea.
On 5 March 2020, he was appointed Chairman of the State Service of Export Control of Ukraine and served a full five-year term until 5 March 2025. He led the authority during the full-scale invasion and the wartime transformation of Ukraine’s export control system, including unprecedented practical adjustments to import procedures for defence and security needs.
Oleksandr later served as Deputy Minister of Energy of Ukraine for European Integration. Through O.P. Advisory, he now provides independent strategic and legal advisory support to companies and international partners working with military, dual-use and critical technology products.
